New truck toll in Austria provides ‘eco-bonus’ for Euro-6 class

In a joint press conference on November 12 Alois Stöger, Austrian Minister of Transport, and Alexander Klacska, Chairman of the WKO division, presented the future plans for truck toll in Austria. The results of the negotiations are a more transparent toll system, which shall be economically viable, provide companies the necessary scope for planning and respect ecological aspects as well.
By including external costs in the truck toll, we integrate additional environmental considerations into the toll system, and make a significant contribution to the sustainable design of traffic”, Stöger explains the new rules which will become effective from January 1st, 2017. The new system will be implemented gradually.
Moreover, next year there will be no adjustment of the tariff differentiation between the Euro classes 0 to 6. This means the toll rates remain the same in 2016, apart from the index adjustment of about 1 per cent. This suspension will result in a relief of about EUR 50 million for the operators in 2016, emphasised Klacska.
From 2017 the previous bonus-malus system according to the Euro-classes, will be replaced by a basic rate, to which external costs will be added. This system will be based on the Euro 6 class as a reference. The external costs of non-environmentally friendly means of transport will result in an ‘ecological bonus’ of around 20 per cent for trucks of the Euro 6 class.
For the period 2017 to 2020, an investment return of about half of the revenue from external costs is planned to fund the ecological bonus. Per year, this should be around EUR 20 million. The aim is to avoid the introduction of area-wide tolling by the government, among other things.
